Raccoon City Zoo
The zoo was opened as early as 1978, with an annual parade involving elaborately-dressed elephants conducted until 1983. At Christmas time each year, they would hold a parade of trained animals. Oscar, who was the zoo's bull elephant and the star took lead of the parade while dressed in holiday garb; this had been discontinued by the '90s. In the event of disasters, Raccoon Zoo is listed by the local government as an emergency shelter.

Administration Building
The Administration Building of Raccoon City University was designed by George Trevor and is an ornate structure that glorifies the Medical College that has been standing since the 60s. What most are unaware of though, is that it's also one of the hidden Umbrella Labs that are sprinkled throughout Raccoon's Underground, with a subway system connected to the 'H.I.V.E.' Umbrella's central hub and terminus between labs throughout the area, as well as a lab itself.
There is also a Water Treatment Facility, and an Emissions Tower Facility.

The S.P.I.R.E.
A well-kept secret from Umbrella, whose construction took years in the making and much of Ferral's personal fortune to install under the noses of his 'corporate overlords'. It is here, in the 'S.P.I.R.E.' built deep underneath the University Labs, where Dr. James Issac Ferral continues his research on the S-Virus, stores all of the samples of it, plus samples of Genesis, Eve, amongst other dangerous viruses, genetic material and so on. It is a seven-floor reverse spire, hovering above a natural cavern. If the failsafe alarm is triggered, the rooms containing the pathogens will be 'sterilized' with enough heat to irradicate the samples, and then the spire will detach itself from the University foundation, dropping all seven floors into the cavern below, destroying everything without ruining the structural integrity of the University. There is a 10 minute evacuation warning - 5 minutes to get to the required rail car, and then 5 minutes till the structure is destroyed. Several walkways span the hole in the ground to the inverted, pointed pyramid like structure, all being destroyed by the 'top floor' the widest of the structure when detached.

The general hospital was built in 1992 as part of Umbrella's expansion in Raccoon City with Mayor Michael Warren's "Bright Raccoon 21" regeneration project. Unbeknownst to Raccoon Public Works, Raccoon General Staff (for the most part), and many of the R.P.D., the Umbrella Corporation took control of the basement levels, using them for viral research; B.O.W. development and for other... acts.

St. Michael Clocktower
The St. Michael Clock Tower is a major landmark in Raccoon City. It is close to the Raccoon General Hospital, and overlooks Victory Park. This ornate Gothic clock tower is a popular tourist attraction featured in postcards of the city. The base of the tower is lavishly furnished and presumably occupied at one point, as it includes a small chapel, library, living room and a bedroom besides the more functional mechanical rooms in the tower itself. In events of disaster, it was deemed a location of shelter and evacuation by the local government.

Doctor Ferral's Underground Lab
A large underground complex beneath the Abandoned Arklay Private Hospital, built by Dr. James Isaac Ferral in secret thanks to his ties with the hospital's doctor, Dr. Al Lester and Dr. Alan Erdot. In '93, Ferral's lab was almost discovered thanks to their incompetence with a drug scandal. Thankfully, all he had to do was 'impress' Chief Irons to sweep it away. The lab is still running in spite of a collapsing, T-Virus ridden environment up above, fallout from the Mansion Incident several weeks prior.

Douglas Prison
Located deep in the Arklay Forest to the south, is Douglas Prison. Its noted for its hopelessly outdated security and poor infrastructure, and has suffered where many of the other buildings in Raccoon from Warren's Bright 21 project thrived. On August 30th, 1996, a fourth prisoner escape incident occurred due to the prison's aforementioned lack of security and poor infrastructure. Prisoners Kyle Brendan and Derek Azula were involved in the fourth escape. Warden Raymond Taylor runs the prison. Due to its lack of security, and Raymond working for Umbrella, many of the 'prisoners' end up missing. Umbrella hasn't a lack of potential research subjects for human testing in this regard.
