History:



A man who has no business being the Deputy Mayor or in politics in general, he is the shifty eyed, smiling, cocky son of a bastard named Rufus Devlin Harris Senior. Its a name not too well known save for a handful of people in Raccoon, but he was well known in the 70s upstate in Chicago as Devil Harris, who was a big time player in the Irish Mob. When he moved down state, into Raccoon City, he was approached by Umbrella who didn't want a 'two bit thug' interrupting their experiments. On the contrary, Devil Harris wanted to help. He eliminated the smaller gangs and lowlifes in the area, having them taken to Umbrella to be used as live test subjects, he helped strong arm areas of interest for the company, and all for a nice chunk of the profits. The mob boss was the Kingpin of Raccoon, getting Chief Irons, elected and teaching everything to his son, Rufus Devlin Harris Junior.

Senior, died... unexpectedly in a house fire in 1990, and the younger Harris took over from his return from University, setting up a front as a Law Office- something his father would have found ironic. Unlike his father, Junior had a way to keep people satisfied, and quiet. People knew his father was somewhat shady, but on the surface... for the most part, anyway, Rufus Devlin Harris was a boyish, handsome, and charming defense attorney. Beneath the surface, the man is a vile, sexual deviant with a penchant for murder, rape, coercion and so much more. He ran for Deputy Mayor in 1996, and has been in office since assisting the Mayor. Behind the scenes, he also brokers rare pieces of art for Irons, in exchange for investigations into some of his criminal activity to be swept under the rug or entirely off the radar. Some of Iron's goons are on loan from Harris' gang, and the men have a fondness of 'the Hunt'. In truth, Rufus Harris Junior affectionately calls Chief Brian Irons, 'Uncle Brian'.

Aside from taking money with his 'Uncle' he takes money from Umbrella as well. He aids them with their shady businesses, of delivering 'cargo' such as weapons, armor, personnel to be used as test subjects. He has a few underground operations as well throughout Raccoon City and runs a smuggling operation out of the Mendez River Docks, and through the Railway Marshalling Yard. He's also the secret owner of the controversial 'West End Comedy Club and Lounge', which is suspected to be where most of the city's illicit drugs are shipped and distributed from.
